The 38th meeting of the Governing Board
The 38th meeting of the Governing Board of ASOSAI was held in Kuwait from 3-5 September 2007 During the meeting the minutes of the 37th meeting of the Governing Board of ASOSAI were confirmed. Other important decisions taken during the meeting were as follows:
ASOSAI Sponsored training Programmes:
- (i) The Administrator of the training programmes of ASOOSAI i.e. Board of Audit Japan informed that the in 2008 one training course on Performance Audit would be organized in the training centre of SAI-Malaysia.
(ii) After the success of the first ASOSAI sponsored Seminar “Managing Audit Results” held in New Delhi, India for the middle and senior level audit managers from the ASOSAI member SAIs, it has been decided that the next ASOSAI seminar for the middle and senior level audit managers would be held in 2009.
(iii) Under the training activities of IDI and ASOSAI cooperation nprogramme, IDI came up with a proposal for an e-enabled blended training programme for trainers in 2008. this programme proposes to use a combination of e-learning technology and traditional classroom training to create a new pool of masters trainers possessing competence in both audit training techniques and audit. The governing board approved the proposal to launch the e-enabled blended training programme.
Annual Contribution
- As per the Charter of ASOSAI the annual contribution (AC) of the members of ASOSAI is equivalent to their annual contribution to INTOSAI in each financial year. At the beginning of each financial year a list of annual contribution is obtained from INTOSAI to collect the annual contribution from the members of ASOSAI. INTOSAI till 2006 were maintaining its accounts in US Dollars but changed the mode of transactions from US Dollar to Euros. This issue was raised in the Governing Board meeting and the following decision is taken:
“On the issues raised on the Annual Contribution it is resolved that the currency for ASOSAI transaction would remain USD. On the short term proposal suggested for the year 2007 it is agreed, as proposed, that the annual contribution remain at the 2006 level for the current year in USD. As far as the contribution for 2008 and 2009 is concerned the exchange rate for conversion of Euro to USD as indicated by the Federal Bank of the host country of the Secretary General as on 31st December 2007 would be adopted. This would govern the payment for 2008 and 2009 in USD by member SAIs subject to all other provisions of the ASOSAI Charter and Rules and Regulations. All other issues related to this subject would be discussed in the next ASOSAI Assembly scheduled in 2009”.
ASOSAI Representative in the Governing Board of INTOSAI
- The Governing Board, based on the basis of an election decided that SAIs of China and India would represent ASOSAI in the Governing Board of INTOSAI for the period 2007-2013.
8th ASOSAI Research Project
- The first meeting of the 8th ASOSAI research Project on “Environmental Audit Guidelines” was held in India from 1-4 August 2007 and the second meeting is scheduled in China in January 2008.
Date and venue of the next Governing Board Meeting in 2008
- The 39th meeting of the Governing Board of ASOSAI would be held in Lahore, Pakistan from 18-20 November 2008.
11th ASOSAI Assembly
- The 11th ASOSAI assembly will be hosted by SAI-Pakistan in Islamabad in October 2009.
New member of ASOSAI
- Governing Board also approved the membership of SAI-Armenia in ASOSAI.
