ASOSAI sponsored workshop on Audit of Procurement Process in 2006

The workshop on "Audit of Procurement Process" is organizaed by ASOSAI, in collaboration with the Audit Board of the Republic of Indonesia. This workshop is intended for ASOSAI member SAIs. The workshop is held from Monday, August 7 - Friday, August 18, 2006 in Jakarta, Indonesia.

The workshop will facilitate in-depth analysis of the best practices in procuring of goods and the approaches, issues and checks involved in an effetcive audit of the procurement process. In additon to disseminating best practices guidance through the course materials on the subject, the workshop will draw upon the experience of the instructors and the participants through structured disucssions, case studies and other training methods.

In order to provide a clear focus within the limited time, this workshop will concentrate on the procurement of goods. Therefore, audit of procurement of services will not be within the scope of this workshop. For, similar reasons, audit of e-procurement will not be within the scope of the workshop.

JICA sponsored ASOSAI workshop....

The workshop would be organised under the Japanese Government technical development assistance scheme and it is intended for senior officials of SAIs of member countries who are in charge of developing and managing human resources in their SAIs and in the age group of 30-50 years. The likely participating SAIs are Bangladesh, Bhutan, India, Indonesia, Malaysia, Maldives, Mongolia, Nepal, Oman, Saudi Arabia and Thailand. In all 14 participants would be invited to attend the workshop from these SAIs.

New Technical Assistance Project for ASOSAI

Asian Development Bank (ADB) has approved a new Technical Assistance Project for ASOSAI to enhance its training capability through strengthening the audit capacity of newly established SAIs. The Assistance will come from the Japan Special Fund of ADB and the IDI will provide a maximum of US$650,000 and around US$350,000, respectively.

The primary goal of the new project is to improve audit capabilities for newly established SAIs (the targeted SAIs) in ASOSAI through hands-on workshops and upgrade training capacity for ASOSAI including its member SAIs. The targeted SAIs in this new project are grouped by geographical location and language to be used as medium of instruction: (i) East and Central Asia – Azerbaijan, Kazakhstan, Kyrgyz and Mongolia (SAI Group 1); and (ii) Mekong and South Asia – Afghanistan, Cambodia, Laos, Maldives, Myanmar, and Vietnam (SAI Group 2).

The Project comprises of a one week planning meeting, two 2-3 weeks Capacity Building Needs Surveys for each group, and based on the survey results, two Pre-Workshop Instructors’ Meetings for two weeks each, a total of four workshops of 2˝ weeks each. All of the activities will be guided by a team of selected Training Specialists created in the first and second Long Term Regional Training Programs (LTRTPs).


Eligibility

Only the SAIs of the following 22 countries, which are Developing Member Countries (DMC) of ADB, are eligible for the financial assistance for participation:

Afghanistan, Azerbaijan, Bangladesh, Bhutan, Cambodia, China, India, Indonesia, Kazakhstan, Kyrgyz, Lao-PDR, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Sri Lanka, Thailand, Viet Nam Those SAIs other than the targeted SAIs of the project are eligible only for four seats each of the 1st and 2nd Workshop for Group 2.
