Organizational Structure

ASOSAI achieves its objectives and goals through the following principal organs:

Assembly

The Assembly, consisting of all member SAIs, meets once in three years. The first Assembly was held in New Delhi (India) in May 1979. Subsequent triennial assemblies were held at Seoul (Korea), Tokyo (Japan), Bali (Indonesia), Beijing (China), New Delhi (India), Jakarta (Indonesia), Chiang Mai (Thailand), Manila (Philippines) and Shanghai (China). At the first Assembly, the rules and regulations of ASOSAI were approved. Each of the successive seven Assemblies focused on a specific audit theme, and an international seminar was held in conjunction with the assembly for discussing the main theme of the assembly and the related sub-themes. 

For the first time, the 8th assembly at Chiang Mai, Thailand, adopted a new format of one-day Symposium on a chosen theme "The Role of SAI in Promoting Good National Governance in the Public Sector". The key note address and the presentation on the special report on theme was followed by a panel discussion.

The 9th ASOSAI Assembly was held in Philippines in October 2003. The 2nd one-day symposium was on "Quality Management in Public Audit".

The 10th ASOSAI Assembly was held in Shanghai, China from 12-15 September 2006 and the 3rd one-day symposium was on "The Role of Audit in Promoting Government Accountability".

The 11th ASOSAI Assembly will be held in Pakistan in 2009.

Governing Board

The Governing Board is the executive arm of the organization and consists of nine members. Of these, five members are elected by the Assembly to the Governing Board. One member is appointed by the Governing Board on the basis of overall professional contribution to ASOSAI. The Head of the SAI where the last Assembly was held, the Secretary General of ASOSAI and the Head of the SAI where the next Assembly is scheduled to be held, are the other three members of the Board. The Chairman of ASOSAI and of its Governing Board is the Head of the SAI hosting the last Assembly. Presently, the Auditor General of the National Audit Office of People's Republic of China is the Chairman of ASOSAI.

The last 37th Governing Board Meeting of ASOSAI was held at Shanghai, China on September 15, 2006.

The next i.e. 38th Governing Board Meeting will be held at Kuwait from 3-5 September 2007.

Secretariat

The Secretariat of ASOSAI is headed by a Secretary General, who is elected by the Assembly. The Secretariat provides administrative support to ASOSAI and manages the financial aspects of the organization. The Comptroller and Auditor General of India is presently the Secretary General of ASOSAI.

Audit Committee

The Audit Committee comprises of two members of ASOSAI elected by the Assembly. The Committee audits the accounts of the organization every three years and renders its report to the Assembly. Presently, the Audit Committee consists of the Heads of SAIs of Jordan and Mongolia.

Standing Committee for ASOSAI Training Activities

The Governing Board has established a 'Standing Committee for ASOSAI Training Activities' consisting of representatives from the SAIs on the Governing Board. This committee is required to monitor and evaluate all the ASOSAI capacity building activities including ASOSA-IDI-ADB-JICA cooperation programmes.
