
The 54th meeting of the INTOSAI Governing Board was held in Vienna, Austria from November 10-11, 2005. The meeting was largely devoted to discussing issues related to the implementation of the Strategic Plan of INTOSAI.
The INTOSAI Governing Board unanimously resolved to elect Dr. Klaus Henning Busse (Nominated by SAI-Germany) to act as Director of Strategic Planning of INTOSAI until the end of XIX INCOSAI in 2007.
The second vice Chair of the INTOSAI presented a report on the activities of the Finance and Administration Committee and the Secretary General reported on the financial statements of 2004 along with other financial and budgetary matters. The 19th UN/INTOSAI seminar has been deferred to the year 2007 following a decision by the extraordinary meeting of the INTOSAI Governing Board in March 2005 to cancel the UN/INTOSAI seminar in 2006 in order to consolidate the INTOSAI budget 2006. The respective chairs of the Committees, Working Groups and Task Forces, the International Journal of Government Auditing and the Goal liaison of Goal–3 presented their reports to the Governing Board.
The Head of SAI of Mexico, Dr. Arturo Gonzalez de Aragon, in his capacity as host of INCOSAI XIX, reported on the preparation for the congress to be held in Mexico City in 2007. SAI-Mexico has set up an organisation committee to deal with all organisational matters and could be contacted by e-mail at: incosai2007@incosai2007.org.mx. The web site of the INCOSAI www.incosai2007.or.mx has also been installed. The XIX INCOSAI is scheduled from November 5-9, 2007.
The Secretary General of INCOSAI reported that in keeping with the established system of rotation-INCOSAI XX in 2010 should be hosted by an SAI of African continent. South Africa has graciously accepted to host the XX INCOSAI in 2010.
The INTOSAI accounting system was also converted fully into Euros with effect from 31 December 2005. The annual membership contributions will be collected in Euros from all the members of INTOSAI at the EUR-USD exchange rate as of 31 December 2005. However all the members were notified about this change in August 2005 by the INTOSAI Secretary General INTOSAI. The financial statements of INTOSAI will now be presented in EURO.
The 3rd meeting of the INTOSAI Finance and Administration Committee was held in Riyadh, Saudi Arabia on 21-22 February 2006. The discussions primarily focused on the following issues: the Framework for dealing with external funding institutions, INTOSAI Global Communication Policy, Collaboration Tool, Associate membership, Dues Structure, Financial Report, results of contacts with funding organisations and possibility of revenue from selling publication and fee for training
The 54th Governing Board Meeting of INTOSAI held in November 2005 at Vienna, Austria, created an INTOSAI task Force on the Audit of Disaster-Related Aid. The task force is not to be engaged directly in auditing but it would:
Promote the exchange of information to prepare the ground for a meaningful and effective co ordinations of audit.
Enhance transparency of flow of funds from donors to recipients and
Identify the role of the international organizations (multilateral, NGOs) in this respect.
The Task Force has two objectives:
To enhance transparency and accountability of tsunami related aid in order to prepare the ground for the efficient and effective planning, monitoring and auditing of aid flows.
To formulate best practices and guidelines for the accountability and audit of disaster related aid.
The first meeting of the Task Force was held at Geneva from March 12-14, 2006. The meeting was attended by the representatives of various INTOSAI member countries under the chairmanship of Ms. Saskia J. Stuiveling, President of SAI-Netherlands. The roadmap of the Task Force envisages that it would present its interim report at the Vienna symposium in June 2006 and at XIX INCOSAI in Mexico in 2007. Upon the approval of the Congress, the Task Force would present its final report to XX INCOSAI in 2010 in South Africa.
