Ian MacPhee Australia

The Australian Audit Office (ANAO) is pleased to announce the appointment of Mr. Ian McPhee as Auditor General for Australia, as of 11 March 2005.

Mr. McPhee began his career as a graduate with the ANAO in 1971. More recently, Mr. McPhee was Deputy Auditor-General at the ANAO from August 1995 until January 2003, where he was responsible to the Auditor General for the delivery of the performance and assurance audit programs of the Office.

From January 1993 until his appointment as Auditor-General, Mr. McPhee was Deputy Secretary in the Department of Finance & Administration, where his responsibilities included managing and providing policy advice to the Finance Minister on the budget and financial management framework; budget and financial reporting, and analysis for whole of government purposes; public sector superannuation, and the office of Evaluation and Audit.

Mr. McPhee was awarded the Public Service Medal in 2002 for outstanding public service to public sector accounting and auditing, and the development of industry accounting standards. Mr. McPhee is a member of a several professional bodies, including: Fellow, CPA Australia; Fellow, Institute of Chartered Accountants in Australia; Member, Australian Auditing & Assurance Standards Board; and Member, International Auditing & Assurance Standards Board.

Mr. McPhee is highly committed to the ANAO, and to profession of auditing, and he enjoys widespread support within and outside the Australian Public Service. Mr. McPhee looks forward to participating in the activities of INTOSAI and contributing to the sharing of public sector audit knowledge and experience.

Micha Lindenstrauss State Comptroller and Ombudsman Israel

Born in 1937 in Berlin, Germany, Mr. Lindenstrauss arrived in Israel with his parents in 1939.

Retired Judge Lindenstrauss graduated from the Faculty of Law at the Hebrew University of Jerusalem in 1965 as Master of Juris and served as Military District Prosecutor and Legal Advisor of the I.D.F. in Samaria (West Bank) during 1965-1970. In 1970 he was appointed as Advisor to Minister Shimon Peres in the matters of Territories and Rehabilitation of Arab refugees. During 1970 - 1972 he served as Court Martial presiding Judge. . In 1972 he was appointed as judge to the Magistrate Court in Haifa and in 1982 to the District Court. In 1995 he was appointed as Vice President of the District Court of Haifa and Head of the Court's Criminal Justice Department. In 1999 Justice Lindenstrauss was appointed as President of the District Court. He served as Chairman of the Israeli Association of Judges until July 2005. During 2000-2005 he was the Chairman of the Advisory Committee to the Speaker of the Knesset (Parliament) for granting subventions to N.P.Os. He also served as Chairman of "The Movement for a Better Israel" and as Chairman of the "Israel American Friendship Society". He represented the Israeli Judges in the European Association of Judges and has been active for over twelve years on the Board of Directors of the "Justice for the World" Foundation. He is a Senior Lecturer at the Faculty of Law at the University of Haifa.

Retired Judge Lindenstrauss is the author of several books, including" Arrests and Release on Bail by Order of the Courts in Israel", "Selected Issues on the Presumption of Innocence in the Israeli and American Legal Systems", "A Trial in my Heart" (short stories) and "Three Youngsters in Grey". On May 25, 2005 he was elected by the Knesset to the position of State Comptroller and Ombudsman. He took his oath of office at the Knesset on June 29, 2005.

Saralinov Murat Nazarbekovich Kyrgyz Republic

Mr. Nazarbekovich was born on 22nd of May, 1961. He graduated from two universities, and has qualifications as an economist and lawyer. He also graduated the higher classes of Ministry of Internal Affairs of the erstwhile USSR. He is the state advisor of 3 classes of the Kyrgyz Republic. He also held the military rank colonel of customs and financial services. He began labour activity since 1982 as the teacher in supervised educational institutions of customer union system. From 1986 till 1997 – he worked in law-enforcement bodies. He has passed his career from employee up to the head of department of struggle against the organized crime. From 1998-1999 –he was deputy minister of the finance of the Kyrgyz Republic and Director of Customs service. He worked as Director of the financial police of the Ministry of Finance of the Kirghiz Republic till 2003, and as the Head of the state administration since 2003.
