The 35th meeting of the Governing Board of ASOSAI was hosted by Chinese National Audit Office at Kunming city from September 6-7, 2005. Forty one delegates from 9 Governing Board member countries and from two Audit Committee member countries attended the meeting. SAI-Philippines being the Chairman of ASOSAI presented a report of the Chairman on the Governing Board activities since the previous meeting of the Governing Board and Secretary General of ASOSAI i.e. SAI-India presented the Secretariat report and the financial statement of ASOSAI for the financial year 2004.
SAI-Japan in their capacity as the administrator of the training programmes of ASOSAI gave a presentation on the training programmes of ASOSAI. ASOSAI sponsored workshop on Performance Audit would be hosted by SAI-India at their training Centre from November 8-19, 2005 and similarly the 2006 workshop sponsored by ASOSAI on "Audit of Procurement:" will be hosted by SAI-Indonesia at their training centre.
SAI-India presented a report on the ASOSAI journal and website. While inviting articles from all members, the Editor of the journal would specifically request ten members SAI each time to contribute at least one article for the next issue. It was decided that from October 2005 the Asian journal will be an e-journal. For members who do not have capacity of internet, the Secretariat would send CDs or colour printouts. It was further requested that the members should post the news of their SAls regularly on the website at the space provided to each SAI.
The efforts towards achieving the ASOSAI Strategic Plan 2005-09 and the progress of the Research Project on “Audit Quality Management Systems” was discussed by the Governing Board.
SAI-Saudi Arabia as Chairman of the INTOSAI Finance and Administration Committee reported on the various efforts underway to make INTOSAI into a Model International Institution.
The board unanimously recommended to the continuation of SAI-India as the ASOSAI Secretary General for a third term i.e. next three years after 2006 ASOSAI Assembly. The board also unanimously recommended that SAI-Pakistan may host the XIth ASOSAI Assembly in 2009.
The 36th meeting of the Governing Board of ASOSAI will be held at Shanghai in September 2006.
The 7th ASOSAI research Project on "Audit Quality Management Systems" is in its third phase as per the road map devised for the project. The third stage is the implementation stage. The start up meeting of the third phase of the project was hosted by SAI-Philippines in April 2005. Key resource persons and the nodal officers of the research team members met in Manila, Philippines on April 18-19, 2005. In this meeting it was decided to survey the present status of their respective SAls and prepare a report on the implementation of the guidelines. The areas to be surveyed included "What exists", "What does not exist" and "What can be implemented" in the respective SAls. The results of this survey in the participating SAls and the mid term progress of the implementation of the guidelines were discussed in the meeting of key resource persons at Sanaa, Yemen from August 2-4, 2005. Based on the progress achieved and the lessons learnt the draft guidelines would be reviewed and the final document prepared. This would be presented at the Xth ASOSAI Assembly at Shanghai, China in September, 2006.
ASOSAI Sponsored workshop for the year 2005 will be hosted by SAI India at their international training centre known as “International Centre for Information System and Audit” (iCISA) from November 8-19, 2005. The topic of the workshop is “Performance Audit”. One participant from each SAI is expected to participate in the meeting. The course design meeting for this course was held in Jakarta, Indonesia form May 30th to June 10, 2005.
Xth ASOSAI Assembly will be hosted by National Audit Office of Peoples Republic of China (CNAO) from September 11-15, 2006 at Shanghai.
