Mr. Asif Ali
Comptroller and Auditor General of Bangladesh

Bangladesh

Mr. Asif Ali, Controller General of Accounts, Government of Bangladesh, has been appointed Comptroller and Auditor General of Bangladesh.

Mr. Ali did his BA honours in Political Science securing second position on the merit list and MA in Political Science. He also did his graduation in Law 

from Dhaka University and served as Lecturer of Political Science Department, Dhaka University. He joined the erstwhile Pakistan Military Accounts Service in 1971 and was subsequently encadred in Bangladesh Civil Service (Audit and Accounts) Cadre.

He served as Assistant Controller of Military Accounts; Deputy Controller of Military Accounts; Senior Finance Controller (Navy); Senior Finance Controller (Air Force); Additional Deputy Comptroller and Auditor General; Director, Civil Audit; Director, Audit and Accounts Training Academy; Additional Accountant General (Civil); Additional Controller General of Accounts; Additional Director General, Commercial Audit; Additional Director General (Finance), Bangladesh Railway; Director General, Audit and Accounts Training Academy; Director General, Financial Management Academy and Controller General of Accounts. He thus, had the unique opportunity of working in all the areas of SAI of Bangladesh.

He was a member of the UN Audit Team that audited the UNDP and UNICEF Headquarters at New York and the UNEP Headquarters at Nairobi. He authored a number of books on auditing and accounting and has many publications in domestic as well as international journals.

Mr. Ali is married and has one daughter and two sons.

 

Mr. Li Jinhua 
Auditor General of China

China

Mr. Li Jinhua was reappointed Auditor General of China for another five-year term on 17 March 2003, after successfully completing his first term from 1998 to 2003.

Mr. Li Jinhua was born in July 1943 in the Jiangsu Province of China. He earned a Bachelor degree of Economics from the Central  University of 

Finance and Banking in 1966. He is a Certified Public Accountant (CPA) and Senior Auditor. He is also the honorable professor of the prestigious Peking University, Nankai University, Central University of Finance and Banking and the Nanjing Audit Institute. As an audit expert, Mr. Li has published a lot of works in this field, and contributed many articles to the major newspapers and journals in China.

In 1985, Mr. Li Jinhua joined the National Audit Office as Deputy Auditor General, and served in the position for 13 years. Before joining the Office, he was the Director General of the Economy and Trade Department of Shaanxi Province.

Mr. Li Jinhua has always been active in participating in international activities. He is a member of the ASOSAI Governing Board and was elected as the Chairman of the ASOSAI Working Group on Environmental Auditing in October 2000.

Mr. Tsutomu SUGIURA
President, Board of Audit of Japan

Japan

Mr. Tsutomu SUGIURA, senior most commissioner of the Audit Commission, the Board of Audit of Japan, was appointed as President on 2 August 2002 by Prime Minister, Junichiro KOIZUMI. He succeeded Mr. Akira KANEKO who had retired on 30 July 2002, reaching the retirement age of 65.

Mr. SUGIURA, who joined the Board as Commissioner in February 1997, had been Vice-Minister of Management Coordination Agency, which is responsible for administrative inspection inside the Government of Japan. With his vast experience in governmental activities, Mr. SUGIURA has shown excellent expertise in guiding the General Executive Bureau of the Board of Audit.

He is married and has two sons. He enjoys gardening.

Mr. JAVZMAA Lkhamsuren
Auditor General of Mongolia

Mongolia

Mr. Javzmaa Lkhamsuren was born on June 1, 1945 at Bulgan Province of Mongolia. He took a diploma in Accounting for Industry, in Economist & Accountant for Agriculture, in Politics and MA in Management from Ulaanbaatar, Mongolia.

Before taking over as Auditor General of Mongolia on June 10, 2003, he was Chairman of State Audit & Inspection Committee, Governor of Bulgan Province in Mongolia and Vice-Mayor of Ulaanbaatar City.

He is married and has four children.

Mr. Kevin Brady
Controller & Auditor General of New Zealand

New Zealand

Kevin Brady was appointed Controller and Auditor General of New Zealand in May 2002, the first internal appointment to the position for 30 years.

Mr. Brady served as an Audit Office Regional Director in the 1980s before being made Assistant Auditor-General--Major Projects in 1988. He was responsible for the Local Government section from 1990, becoming Deputy Controller and Auditor-General in 2000.

He is a fellow of the Institute of Chartered Accountants of New Zealand (ICANZ) and has a Master of Public Policy degree from Victoria University.

Mr. Muhammad Yunis Khan
Auditor General of Pakistan

Pakistan

Mr. Muhammad Yunis Khan assumed oath of the office as the Auditor General of Pakistan on July 20, 2002.

Mr. Khan had his schooling from Lawrence College Ghora Gali, a prestigious public school in Pakistan. He graduated from the Forman Christian College, 

Lahore and later on received a degree in Law from the Punjab University Law College, Lahore. His civil service career began in 1966 when he joined the Pakistan Audit and Accounts Service. After spending an initial ten years in his parent service, he moved to the Federal and Provincial Secretariats where he mostly worked in Economic Ministries.

He has had a varied career in public service, and specializes in financial management. He has attended numerous training courses/seminars abroad relating to International Trade and Finance, International law, Privatization Policy, Public Sector Management and Operations and Trade Promotion etc. In his various capacities, he has negotiated many bilateral and multilateral agreements.

He served in key positions within Pakistan and abroad. He worked as an external auditor in UNICEF Headquarters in New York and as Commercial Councilor in Pakistan's Embassy in Bonn, West Germany. He was Finance Secretary to the Provincial Government of North West Frontier Province for over five years. He was the Vice-Chairman, Export Promotion Bureau and then moved to the Ministry of Finance as Add. Secretary (External Finance). On promotion, he was appointed as the Finance Secretary to Government of Pakistan. He retired from that position and was appointed as the Auditor General of Pakistan in July 2002. As Secretary Finance to the Government of Pakistan, Mr. Khan was an important member of the Economic team which launched and sustained a comprehensive reforms programme for restoring the financial health of the country. Outcomes of the reforms carried out by the Government of Pakistan since 1999 have been widely acknowledged.

In his new assignment as Auditor General of Pakistan, he has carried the same commitment to reforms. One of his first priorities after taking over as the Auditor General has been to initiative restructuring and modernization of the organization for equipping it for its assigned role in the public sector to help the government improve the standards of performance and accountability. His highest priorities are to convert the Supreme Audit Institution of Pakistan into a truly professional body that discharges its responsibilities in accordance with best international practices.

H.E.Osama J.Faqeeh
President of the General Auditing Bureau

Saudi Arabia

H.E.Osama Jaffer Ibrahim Faqeeh was born in 1943 at Al-Medina Al Monawarah, Saudi Arabia. He acquired a Master’s degree in Business Administration, University of Arizona, USA, in 1973. He has varied work experience in government and private sector. He was Chairman of the Board & Chief Executive, Arab Trade Financing Program(Abu Dhabi) from 1989-94 and then for the next two years (1993-95) he served as President of the 

Islamic Development Bank, President of Islamic Corporation for Investment Insurance & Export Credit (ICIEC). From 1995 onwards, he was Minister of Commerce. He has also served as a member in the Ministerial Committee for Privatization, the Standing Committee of the Supreme Economic Council, the Manpower’s Council, Board member of the Supreme Commission for Tourism and Chairman of the Board of the Saudi Engineers Commission.

He has won a number of medals such as “The Lion Medal”, “Grand National Medal” & “The Grand Decoration of Honour in Gold”. 

Scientific Contributions:

  • He has made several specialist scientific and professional contributions in the fields of Economic and Social Development, International trade and investment, as well as dialogue and negotiations among international economic blocks.
  • In his aforementioned capacities, he participated in numerous international and regional conferences, summits and seminars on international economic cooperation and development. He also participated in the Kingdom’s official delegations to the GCC, Arab and Islamic summits.

He is married and has 2 sons and 3 daughters.

Mr. Mehmat Damar
President of the Court of Accounts of Turkey

Turkey

On 22 May 2002, the Turkish Grand National Assembly (Parliament) elected Mr. Mehmet Damar as the 33rd President of the Court of Accounts. His predecessor, Prof.M.Kamil Mutluer, retired on 15 June 2001.

Born in 1949, Mr. Damar graduated from the Ankara Academy of Economic and Commercial Sciences in 1970 and started his career at the Turkish Court of Accounts (TCA) as an Assistant Auditor in 1974. He worked on various audit groups as an auditor, Senior Auditor and Principal Auditor until he was elected by Parliament as a Member of Court in 1990. From 1990 to May 22, 2001 he served in the capacity of Court Member.
