31st Governing Board Meeting of ASOSAI

The 31st Governing Board Meeting of the ASOSAI was held in Manila, Philippines from October 22-24, 2002. During the meeting, the minutes of the 30th Governing Board Meeting of ASOSAI were confirmed. Other important decisions taken during the meeting were as follows: 

1.    2003 ASOSAI Assembly & 2nd Symposium

The 9th ASOSAI Assembly will held in Manila, Philippines from October 20-26, 2003. The topic of the Symposium will be “Quality Management in Public Audit”.

2.    Training Programmes

Two regional workshops will be held in 2003 under the ADB funding programme. The selected themes of these regional workshops are “Financial audit in an Information technology Environment” and “Audit of Privatisation”.

3.    VI ASOSAI Research Project

SAI Malaysia will be heading the VI ASOSAI Research Project team, which will, in addition, comprise of the SAIs of Australia, China and India. The topic of the 6th research Project will be “Audit of Information technology”. 

4.    Formulation of ASOSAI Fraud Guidelines and set up of a Ad-hoc Working Group

Asian Development Bank (ADB) had requested ASOSAI to formulate Guidelines on detection and prevention of Fraud and Corruption as an audit reference in this region. A detailed proposal was presented by SAI-Japan for the establishment of the ad-hoc working group to formulate the Fraud Guidelines in the ASOSAI training Committee. The Board approved the proposal and the draft guidelines are expected during the 9th ASOSAI Assembly in October 2003 at Manila.

5.    Other Matters

  1. SAI-China was nominated to host the 10th ASOSAI Assembly in 2006.
  2. SAI-India will host the 34th Governing Board Meeting of ASOSAI in 2004.

Course Design and Instructional Techniques Workshop (CDITW)

A seven-week Course Design and Instructional Techniques Workshop (CDITW) was held in Bangkok, Thailand from September 30, 2002. CDITW is the core activity of the new Long Term Regional Training Programme (LTRTP) in ASOSAI. Twenty -eight participants from 20 SAIs and four observers from OAG of Thailand successfully completed the intensive trainer's course.

This workshop was financed by the Asian Development Bank (ADB), and was developed and delivered by selected ASOSAI training specialists from the existing pool that was established by the previous LTRTP. As the administrator of ASOSAI Training Programmes, the Board of Audit of Japan assisted the Secretary General of ASOSAI in the planning, coordination and implementation of this project. 

As a follow up sto the CDITW, two Regional Audit Workshops were planned in 2003 by utilizing the course design and delivery capability of the newly trained specialists, who just graduated from CDITW, under the guidance of IDI subject matter experts. The announcement and invitation for these were to be sent before each workshop by the Secretary General of ASOSAI through the administrator of ASOSAI Training Programmes, the Board of Audit of Japan. For the present, however, all the LTRTP activities have been postponed due to concerns related to the outbreak of SARS.

ASOSAI will conduct a 2-week Workshop financed by its own fund in Pakistan in December 2003, using the new Training Specialists. This Workshop is to be organized and conducted by six (6) new Training Specialists as instructors, led by one Training Specialist from the first LTRTP.
