Mr. Guillermo N. Carague was member of the Monetary Board and the Board of Liquidators of the Central Bank of the Philippines.
During the term of former President Corazon C. Aquino, he was Secretary of the Department of Budget and Management.
He also served as Chairman and Director of various government corporations, councils and inter-agency committees. His career in government service covered the period from June 1986 to February 1992, and from August 1993 to 1999.
Before entering government service, he was a partner in the accounting and management consultancy firm of SyCip Gorres Velayo and Co., or SGV. He has handled various consultancy engagements for the government and private companies, as well as for multinational agencies like the World Bank and the Asian Development Bank, both in the Philippines and in other countries. His professional experience covers project development, financial management, organisational and institutional development, strategic and long-term planning, management information systems, and personnel benefit programs, among others.
Gem Carague is a CPA - Lawyer. With a Bachelor’s degree in commerce, he worked his way to obtain a Bachelor of Law’s degree. He also finished a Management Development Program at the Asian Institute of Management and the Stanford Executive Program at Stanford University in California, USA.

Mr. Sarath Chandrashiri Mayadunne, B.Com., ACA has been appointed as Auditor General of Sri Lanka by Her Excellency the President of the Democratic Socialist Republic of Sri Lanka succeeding Mr. S.M. Sabry. The appointment became effective from 13 August, 2000.
Mr. Mayadunne graduated from the University of Ceylon, Sri Lanka in 1970 and joined Government Service in 1971. He joined the Auditor General’s Department in 1973 as a Staff Officer. He was promoted to the post of Assistant Auditor General in 1986 and then to the post of Deputy Auditor General in 1988.
He has been an Associate Member of the Institute of Chartered Accountants of Sri Lanka since 1983 and he was attached to the Auditor General’s Office, Canada for one year in 1984/85 and was awarded Fellowship by the Canadian Comprehensive Auditing Foundation.

Mr. Mirvalad was born in Malayer on the 3rd of July 1955. He received his BSc. Degree in Civil Engineering from Tabriz University and consequently his M.A. degree in Public Administration from Public Administration Training Center University.
Apart from being the President of the Supreme Audit Court of Iran since 1997, Mr. Mirvalad is also an Observatory member of the General Assembly of the Central Bank of Iran, Member of the Observatory Board of the National Cash Reserves.

Mr. Azamat Kangeldiev was born on July 4, 1957 and graduated from Kazakh State University- Philosophy, economical faculty. His further education for post graduation was from The Moscow State University Faculty of Philosophy and Natural Sciences
He started his career in 1980 and in a span of 20 years till date has rich experience of university and Government Departments, like: Lecturer, The Kyrgyz Pedagogical University of Russian Language and Literature, Senior Lecturer, Docent Faculty of Philosophy The Kyrgyz Pedagogical University of Russian Language and Literature, Manager, Deputy Director, The Kyrgyz-German Trade House, Senior Inspector, “Free Economical Zone” Bishkek, Deputy Director, The State Custom Inspection under the Ministry of Finance, Director, The State Custom Inspection, before being appointed as Chairman Accounts Chamber of the Kyrgyz Republic in the year 2000.

On April 19, 2000, the State Duma of the Federal Assembly of the Russian Federation appointed Mr. Sergey Vadimovich STEPASHIN to the post of the Chairman of the Accounts Chamber of the Russian Federation for the period of 6 years.
Mr. S.V.Stepashin was born in March 1952 in the city of Port Arthur. In 1973 he graduated from the Leningrad Higher Political College of the Ministry of the Interior of the USSR, in 1981 - from the Military-Political Academy named after V.I. Lenin in Moscow. Doctor of Law, Professor. Married, has a son.
In 1973-1989 Mr. Stepashin served in the system of the Ministry of the Interior in the cities of Leningrad and Moscow. From 1989 to 1993 he was the Deputy of the Supreme Soviet of the Russian Soviet Federative Socialist Republic (RSFSR), where he first headed the Subcommittee on the Questions of Military Servicemen and then - the Committee on Defense and Security of the Russian Parliament.
In the years of 1993-1998 Mr. Stepashin occupied high state posts in the Government of the Russian Federation - the First Deputy of the Minister of Security, the Director of the Federal Counterintelligence Service, the Director of the Federal Security Service, the Director of the Administrative Department of the Government Administration, the Minister of Justice and the Minister of the Interior of the Russian Federation consecutively.
During the year of 1999 S.V.Stepashin carried out supreme governmental functions-first as the member of the Presidium of the Government, the First Deputy Chairman of the Government of the Russian Federation- Minister of Interior and after that - the Chairman of the government of the Russian Federation.
After being elected to the State Duma of the Federal Assembly of the Russian Federation in December 1999 he was the Chairman of the State Duma Commission on the Struggle against Corruption.

Mr. Panya Tantiyavarong, Ph.D. became the first Chairman of the State Audit Commission of Thailand. He has been appointed by the Royal Proclamation with the advice of the Senate, effective on 15 April 2000.
