2001, another year and another step ahead with this 19th. Issue of the Asian Journal of Government Audit-2001.The readers will note two major changes in this journal, First the cover page and the layout of the journal and the second the new ASOSAI Governing Board. I heartily welcome the new members to the Governing Board and hope that with their direction and ideas ASOSAI will achieve further progress in upholding the motto “Mutual Experience benefits all”
This is yet another important year for ASOSAI as one of its members SAI-Korea is honoured to host the XVII INCOSAI from October 21-27, 2001. The INCOSAI will provide an opportunity to all delegates to share experience, discuss issues of common interest and adopt recommendations aimed at improving public accountability worldwide. Before this important event ASOSAI will also hold it’s 30th. Governing Board meeting, which is being hosted by SAI Kuwait. On behalf of ASOSAI fraternity I wish the hosts Korea and Kuwait success in their respective endeavour.
In this issue we have covered the last assembly, Governing Board Meetings, Research projects and have tried to give a glimpse of various training and development activities in Asian Region. Besides, this issue features four articles on subjects as diverse as “Forensic Auditing”, a case study on “Securing Public Accountability through IT”, “Managing and Monitoring Privatisation and Outsourcing Initiatives - Challenges in Maintaining Accountability” and “Investment Appraisal in Liberalised Economic Environment - Some Concerns for Government Audit”.
I am thankful to the SAIs and the authors who have sent their contribution to the Journal by way of News and Articles. This year we faced an acute paucity of articles from member SAIs though there was no dearth of other items. These are of course welcome but analytical articles on subjects of common interest are the very life blood of such journals. I therefore beseech my colleagues to contribute generously to make this Journal a success.
