The 27th Governing Board Meeting was held in Phuket - Thailand from 3-5 August 1999. ASOSAI Chairman Mr. S.B. Joedono welcomed the Board Members. The auditor General of Thailand Mr. Nontaphon Nimsomboon gave a welcome address to the board members as the host of the meeting.
While the Chairman of ASOSAI reported on the Governing Board activities since the previous meeting, the Secretary General presented reports on ASOSAI financial statement for the year ended 31.12.98 and the Secretariat activities since the previous meeting.
The host, SAI-Thailand, gave a detailed report on the preparation of the next ASOSAI Assembly and suggested symposium topic. The topic of the symposium accepted for assembly is "The Role of SAI's in Promoting Good National Governance".

The 8th ASOSAI Assembly will be held from 8-15 October 2000 in Chiag Mai with its closing ceremony to be held in Sukhothai.
The admission of four more SAIs was accepted to join ASOSAI, raising its membership to 35.
The board unanimously supported a proposal for SAI India to take over as Secretary General from SAI Japan from October 2000, and complimented the Japan SAI for its services during the past years. The Board resolved that the Indian SAI be the Secretary General candidate for 2000-2003, and that this proposal be submitted to the 8th Assembly in 2000 for it's approval.
Regional Course 2 course workshop on "Audit of Financial Statements of Foreign funded Projects" was held in the Richmonde Hotel, Manila, Philippines from November 15-25, 1999. The workshop was the 2nd Regional Training course offered under Asian Development Bank financed Long Term Regional Training Programme. The workshop was intended for experienced SAI auditors or audit supervisors who are now engaged in the audit of foreign funded projects. The main goal of the workshop was to provide participants with the opportunity to upgrade their knowledge and skills in the audit of financial statements of foreign funded projects.
This nine-day workshop was to introduce fundamental principles, concepts and methods of financial audit of foreign funded projects. Particular emphasis was placed on audit of ADB funded projects with ADB audit and reporting requirements.
A total number of 27 participants took part in the workshop.
The XVII INCOSAI, which was held in Uruguay in November 1998, had recommended that in order to promote regional co-operation and exchange of information for environmental auditing, the INTOSAI Working Group on Environmental Auditing should adopt a" strategy to involve member SAIs in all INTOSAI regions.
Following the recommendations, the INTOSAI Working Group asked for the selection of a co-coordinator in ASOSAI region to lead in establishing the ASOSAI Working Group on Environmental Auditing. In May 1999 the Chairman and the Secretary General of ASOSAI gave the responsibility to Board of Audit and Inspection (BAI), Korea to play the role of a co-coordinator. The 27xh ASOSAI Governing Board Meeting, which was held in Phuket-Thailand in August 1999, adopted the resolution on the establishment of the ASOSAI Working Group on Environmental Auditing.
On the invitation of Board of Audit and Inspection (BAI), Korea, SAIs of India and japan joined the start up team to conduct the initial business of the Working Group.
The nominated representatives of the three SAIs (Korea, India & Japan) met in December 1999 and drew out a draft plan. It covers the working Group's activities for the period, which started from its inception in 1999 and terminates at 17th INCOSAI in October in Seoul, Korea.
