43rd Governing Board Meeting at Uruguay

The 43rd meeting of the INTOSAI Governing Board was held at Uruguay from November 10-11, 1997. Delegates from 17 member SAIs attended the meeting and discussed a wide range of issues related to XVI INCOSAI scheduled to be held in Montevideo, Uruguay from November 7-14, 1998. The host of the XVI INCOSAI Mr. Guillermo Ramirez Presidente Tribunal de Cuentas de la Republica -Uruguay presented a detailed report on the preparation for the XVIth INCOSAI.

The Secretary General of INTOSAI presented his report to the Governing Board. It included the budget for 1998 and financial statements pertaining to 1996 which were audited by SAIs of Finland and South Africa. The Secretary General also intimated that as per the resolution passed by the Board, the SAI of Korea will be hosting INCOSAI XVII in the year 2001.

Before the start of the 43rd Governing Board Meeting there were 1 75 members of INTOSAI. The application of SAI Azerbaijan was considered and they were enrolled as the 1 76th member of INTOSAI.

An award named after the former President of the Austrian Court of Audit and Secretary General of INTOSAI Dr. Jorg Kandutsch has been instituted, to be awarded once in six years to a member SAI. The award is for achievements or contributions in the three calendar years preceding the year of the INTOSAI Triennial Congress. The nominees are selected by a panel of three judges within the Governing Board, including the members from the various geographic regions of INTOSAI. The Governing Board appointed a panel of jurors consisting of the Supreme Audit Institutions of Australia and Mexico and the General Secretariat of INTOSAI for selection of winners.

The various Regional Groups and the Chairman IDI also presented their reports.

While the SAI of Uruguay is all set to host the XVI INCOSAI in their beautiful city of Montevideo, at the same time technical aspects of the meeting are also being processed by the various SAIs. The congress will consider the foilowing two themes:-

Theme-I - The role of SAI's in preventing and detecting fraud and corruption.

Theme-ll. Improving the Government Financial Administration through the INTOSAI's standing Committees and Working Groups

Theme I consists of two sub-themes and the following table depicts these together with the theme officers:
