Mr. M. Hafizuddin Khan took over as the Comptroller
and Auditor General of Bangladesh on April 3, 1996, succeeding Mr. K.M.
Hossain.
Born on August 8, 1939, Mr. Khan obtained Bachelor's and Master's degrees in political science from the University of Dhaka in 1960 and 1961, before joining the erstwhile Pakistan Railway Accounts Service in February 1965. He held several assignments in the Bangladesh Railways till 1975, dealing with budgeting, accounting, internal control and audit, and financial and project management. He subsequently served as Additional Accountant General in the Military Accounts Department, before his selection by the Government of Bangladesh as Deputy Secretary in 1977.
Mr. Khan served as Joint Secretary and Additional Secretaries in several Ministries from 1983 to 1994. He worked as Secretary in the Ministry of Disaster Management and Relief till March 1995, and subsequently as Secretary in the Ministry of Posts and Telecommunications, prior to his appointment as Comptroller and Auditor General of Bangladesh.
Mr. Khan holds a Diploma in Development Finance from the Institute of Local Government Studies in the University of Birmingham, and has also participated in several national and international training programmes and seminar.
Mr. V.K. Shunglu took over as the Comptroller and
Auditor General of India and Chairman of ASOSAI on March 15, 1996,
succeeding Mr. C.G. Somiah.
Born on July 21, 1939, Mr. Shunglu obtained a B.A. (Honours) Degree in Arts and a Master's Degree in History from the University of Delhi, before joining the Indian Administrative Service in 1962. He held various assignments under the Government of the State of Madhya Pradesh, including Principal Secretary Finance, Commercial Taxes and Secretary Planning. Mr. Shunglu had also held several important assignments in the Federal Government in the Ministries of Commerce and Finance, as well as the Cabinet Secretariat. He also worked in the Asian Development Bank from 1985 to 1990 and was on sabbatical at the Economic Development Institute of the World Bank in 1976.
Mr. Shunglu was appointed as Special Secretary, Power in 1993 and as Secretary in charge of Health and Family Welfare in 1994. He was leader of the Indian delegation at the International Conference on Population and Development held at Cairo in September 1994. Prior to his appointment as Comptroller and Auditor General of India, he was Secretary in charge of the Departments of Industrial Policy and Promotion and Company Affairs.
Mr. Jasim M. Al-Hadeethi took over as the President
of the Board of Supreme Audit of Iraq, succeeding Mr. Hikmat Mizban
Al-Azzawi.
Born in 1940, Mr. Al-Hadeethi obtained a Bachelor's Degree in Trade and Economy from Baghdad University in 1962, followed by an advanced degree in auditing from the same university in 1979. He has worked as Manager of Auditing and Control from 1979 to 1981 and Chief of the Technical and Administrative Affairs Office from 1981 to 1988. Prior to his appointment as Head of the Iraqi SAI, Mr. Al-Hadeethi was Deputy President of the Board of Supreme Audit from 1989 onwards. He has participated in several national and international workshops, seminars and conferences on auditing and accounting.
Mr. Damir Oskombayev was appointed in August 1996
as the Chairman of the Chamber of Audit of the Kyrgyz Republic. He
succeeds Mr. Kamchybek Kudaibergenov, who himself succeeded Mr.
Kubanychbek Idinov as the Head of the Kyrgyz SAI.
Born on June 12, 1957, Mr. Oskombayev pursued his studies in economics from the Kyrgyz State University till 1979, when he was appointed as Comptroller-Inspector in the Ministry of Finance of the. Kyrgyz Republic. He has held assignments in the Control and Inspection Divisions of the Ministries of Public Utilities and Trade and Agriculture and the Kyrgyz Consumers' Union from 1981 to 1989. From 1989 to 1994, Mr. Oskombayev served as Deputy Head of the Control and Inspection Department of the Ministry of Finance the Finance and Credit Policy Division of the Kyrgyz Government. Prior to his appointment as Head of the Kyrgyz SAI, Mr. Oskombayev was the Deputy Head of the Economic Policy Division of the Administration of the President of the Kyrgyz Republic.
Mr. Syed Khalid Mahmud took over as the Auditor
General of Pakistan on January 3, 1996, succeeding Mr. Muhammad Naseer
Ahsan.
Born on July 14, 1932, Mr. Mahmud graduated from the University of Punjab, Lahore and subsequently obtained a Master's Degree in Economics from the same University. He also obtained a Master's Degree in Public Administration from the University of Southern California and a Diploma in Public Administration from Balliol College, Oxford. He is also a fellow of the Royal Institute of Public Administration, London.
Mr. Mahmud joined the Civil Service of Pakistan in 1955, and held several important positions in the provincial and federal governments, before becoming Secretary, Excise, Taxation and Local Government in the Government of Sindh and later Secretary, Home , Secretary Transport and Additional Chief Secretary in the Punjab Government. In the Federal Government, Mr. Mahmud served as Additional Secretary for Agrarian Management and later in the Cabinet Division, before being elevated to the rank of Federal Secretary, where he headed the Ministries of Population Welfare, Planning and Development, Home Affairs, State and Frontier Regions, and Social Welfare and Special Education. He also served as Chairman of the Prime Minister's Inspection Commission from November 1993 to January 1995.

The Accounts Chamber of the Russian Federation, which is the Russian SAI, was admitted to ASOSAI with effect from November 28, 1996. Mr. Khachim Mukhamedovich Karmokov is the Chairman of the Accounts Chamber of the Russian Federation.
Born on May 2, 1941, Mr. Karmokov obtained a Bachelor's Degree in Civil Engineering and a Master's Degree in Economics from the University of Kabardino-Balkaria. After serving as executive officer in a construction trust from 1965 to 1967, he pursued postgraduate studies at the Institute of Engineering and Economics till 1971, before working as a senior lecturer in Economics at the University of Kabardino-Balkaria upto 1983. In between, from 1978 to 1981, Mr. Karmokov was the chief of a construction and assembling office. From 1983 to 1990, he served as Commercial Director of a leasing enterprise.
Mr. Karmokov was the Deputy Chairman of the Council of Ministers, Chairman of the Supreme Soviet of the Republic of Kabardino-Balkaria from 1 990 to 1993.
In 1993, he was elected as a member of the State Duma (Lower House) of the Federal Assembly of the Russian Federation. Besides chairing the Accounts Chamber of the Russian Federation, Mr. Karmokov is a member of the Credential Committee of the State Duma and is also the co-chairman of the Parliamentary Group "New Regional Policy".

The Turkish Court of Accounts, which is the Turkish SAI, was admitted to ASOSAI with effect from August 12, 1996. Mr. M. Vecdi Gönül is the President of the Turkish Court of Accounts.
Born on November 29, 1939, Mr. Gönül graduated in political science from Ankara University and obtained a Master's Degree in Public Administration from the University of South California. He joined the Ministry of Interior in 1960, and held a number of positions, mainly as Sub-Governor of different townships, under that Ministry till 1970. From 1970 to 1972, Mr. Gönül served as Director of Personnel Department, before being appointed as Inspector of the Ministry of Interior. In 1975, he was appointed as Director General Personnel.
Mr. Gönül was Governor of Kocaeli in 1976, Security Director General in 1977, Governor of Ankara in 1979, and Governor of Izmir in 1984. From 1988 he served as Under Secretary to the Ministry of Interior, before his election in 1991 by Parliament as the President of the Turkish Court of Accounts.

The State Audit of Vietnam, which is the Vietnamese SAI, was admitted to ASOSAI with effect from January 7, 1997. Dr. Vuong Huu Nhon is the Head of the SAI.
Born in 1932, Dr. Nhon graduated from Vietnam Financial Accounting University and obtained a Doctorate in Economics from Germany in 1972. He had worked in various capacities in the Ministry of Finance since 1996, including as Vice-Director and Director, Deputy Head of the Revenue General Department, and as Head of the Revenue Department, Vice Head of the Financial Department, Chairman of the Municipal State Inspectorate and Vice-Chairman of the People's Committee of Ho Chi Minh City. He was appointed as the first State Auditor General of Vietnam in August 1994. Currently, he is also Vice-President of the Vietnam Accounting Association.
