
During 1996, the Chinese audit institutions continued their positive role in maintaining financial and economic order and promoting the building of honest and clean governments. From January to October 1996, nearly 127,000 audits were conducted, as a result of which misuse of funds to the extent of more than 130 billion Chinese yuan (approx. US$ 16 billion) were discovered. During the year, the CNAO has, through the local audit institutions and its regional audit offices, organised audits of the Bank of China, the Construction Bank of China, agricultural comprehensive development funds, funds earmarked for the development of leading cotton and grain counties, agricultural materials sector, some state-owned enterprises in the communications sector, and fund for pension and unemployment insurance.

5th India China Joint Seminar
The 5th India China Joint Seminar on "Audit of Public Health Services" was held at Jaipur, India from October 24 to November 2, 1996. This Seminar is the fifth seminar organised under a Memorandum of Understanding signed between the two SAIs in 1992. The Chinese delegation for the Seminar was headed by Mr. Jin Jipeng, Deputy Auditor General, while the Indian side was headed by Mr. I.P. Singh, Additional Deputy Comptroller and Auditor General.

Conference of Accountants General
SAI-lndia organised the XIX Conference of Accountants General from November 26 to 28, 1996 at New Delhi. The Conference, which was inaugurated by the Hon'ble Prime Minister of India, Shri H.D. Deve Gowda, was an assembly of the heads of field formations of the SAI, with a view to deliberating and discussing issues of audit policy and formulate medium and long-term strategies for the SAI. The recommendations of the Conference were wide-ranging in nature, focusing not only on the need for institutional strengthening and reorientation of audit methods and techniques in tune with the changing socio-^ economic environment, but also the need for strengthening the powers and functions of the Indian SAI.

Visit of Pakistan Audit Delegation to China
The Auditor General of Pakistan, Mr. S.K. Mahmud, led a delegation from SAI-Pakistan to China from April 7 to 15, 1996 at the invitation of the Auditor General of the People's Republic of China. A Memorandum of Understanding (MOU) for three years from 1997 to 1999 was signed by the two Auditors General covering :-

In pursuance of the MOU, another Pakistani delegation headed by Mr. S. Mehtab Hassan Naqvi, Director General - International Relations and Human Resources, visited China from September 1 to 16, 1996 to deliver a training programme on "System Based Auditing in Certification Audit" and participate in the 4th Sino-Pak Joint Seminar on "Audit of Public Sector Enterprises". The State Audit Institution of the United Arab Emirates has issued the Tenth General Report for the year 1994 and submitted it to the Federal National Council, the legislature of the country. It has also received a number of requests from both local and federal authorities for audit of certain accounts and activities, which have been incorporated in the SAI's work plan for 1996-97. During the year, two senior staff members from the Ministry of Finance of Bahrain visited the SAI in June 1996 and exchanged ideas, views and opinions on state audit. The SAI also undertook a translation of SAI-Sweden's Audit Manual into Arabic, at the request of ARABOSAI.
