22nd Governing Board Meeting
The 22nd Meeting of the Governing Board of ASOSAI was held at Bangkok, Thailand on July 18 -19,1995. At this meeting, the Board accepted the offer of SAI-lndonesia to host the 7th Assembly and 6th International Seminar of ASOSAI in place of SAI-Australia, which had expressed its inability to host the Assembly and Seminar. The Board also approved the theme and sub-themes for the 6th International Seminar as follows :-

The Secretary General reported to the Board on the developments in the ASOSAI-IDI proposal to the Asian Development Bank on the Long Term Regional Training Programme 1996-2000. A detailed report on this programme figures under "Audit Training in ASOSAI Region".
The Board also resolved to establish a Standing Committee for ASOSAI training activities, consisting of representatives from SAIs on the Governing Board, which would monitor and evaluate ASOSAI-sponsored and ADB funded training activities and study and formulate proposals for future ASOSAI training activities and funding.
Extraordinary Governing Board Meeting
An Extraordinary Meeting of the ASOSAI Governing Board was held at Cairo on September 29, 1995 as part of the XV INCOSAI. The Board considered and endorsed an amendment to the ASOSAI Rules and Regulations, clarifying the Secretary General's power to organise training activities jointly with outside parties, so as to facilitate approval of the ASOSAI-IDI-ADB Long Term Regional Training Programme 1996-2000. At this meeting, the Board also approved the application by the Supreme Audit Institution of Kyrgyzstan to join ASOSAI.
Mr. Tawfik Ibrahim Tawfik became a member of the Governing Board of ASOSAI, consequent on his succeeding Mr. Omar A. Fakieh as State Minister and President of the General Auditing Bureau of Saudi Arabia.
SAI-Kyrgyzstan was admitted into the INTOSAI fold at the 39th Meeting of the Governing Board of INTOSAI in October 1994. Their application to join ASOSAI was accepted by the Governing Board of ASOSAI at its extraordinary meeting at Cairo on September 29, 1995. Kyrgyzstan is now the 25th member of the ASOSAI fraternity.
The proceedings of the 6th Assembly and 5th International Seminar of ASOSAI, which was held at New Delhi from November 13 to November 19, 1994, were published by the Office of the Comptroller and Auditor General of India in September 1995, and circulated to all members of ASOSAI.
The third ASOSAI research project on 'Audit of Public Works and Projects" undertaken by a team consisting of Mr. Mohd. Rusli bin Haji Hussein (Malaysia), Mr. Dharam Vir (India) and Ms. Zheng Li (China) was finalised. The next research project being taken up by ASOSAI is on the theme "Government Revenues - Accountability and Audit", with a research team consisting of representatives from Australia, India and Malaysia.
It is expected that with the implementation of the Long Term ASOSAI-ADB-IDI Training Programme 1996-2000, training capabilities within the ASOSAI Region would be substantially enhanced. To see that this programme produces not only a one time achievement, but also has a long-lasting cumulative effect, a Training Management Centre (TMC) has been set up with effect from April 1, 1995, within the ASOSAI Secretariat. This Centre would not only monitor and evaluate the effectiveness of the training activities undertaken under the ASOSAI-ADB-IDI Long Term Programme, but would also serve as a storehouse of information on all training activities, seminars and workshops, sponsored or hosted by SAIs within the ASOSAI Region. This Centre would prepare and submit an Annual Training Activities Report to the ASOSAI's Governing Board's "Standing Committee for ASOSAI Training Activities".
