The 19th meeting of the Governing Board of ASOSAI was held in Sydney, Australia during May 1993. The Board discussed a wide range of business and technical programmes.
Mr.C.G. Somiah, Comptroller and Auditor General of India reported to the Board on the preparations made for the 6th Assembly and 5th International Seminar being held at New Delhi from November 12-19, 1994. The Board agreed to the proposal of Mr.Takashi Nakajima, President, Board of Audit, Japan and Secretary General to organise the ASOSAI workshop which normally precedes the International Seminar, at Tokyo during July 1994.
Secretary General: Consequent on the retirement of Mr.Takashi Nakajima, President, Board of Audit, Japan on April 4, 1994, Mr.Shinji Yazaki was appointed as the President of the Board on April 12,1994. Mr. Yazaki also succeeds Mr. Nakajima as the Secretary General of ASOSAI.
Members: Consequent on the appointment of Mr.Hoi Chang Lee, Chairman, Board of Audit and Inspection (BAI), Republic of Korea as Prime Minister, Mr.Shi-Yoon Lee assumed charge as the Chairman of the BAI with effect from December 17, 1993.
Mr.M. Jusuf, Chairman, Supreme Audit Board, Indonesia having retired, Mr.J.B. Sumarlin was appointed as the Chairman of the Board on August 11,1993.
Second Project: On the successful completion of the research project, the research output entitled 'Financial Accountability and Management in Government' was published and supplied to all member countries.
The Governing Board approved the themes of the third and fourth research projects as "Audit of Public Works and Projects" and "Government Revenues: Accountability and Audit". While the third project was entrusted to Malaysia, India and China, the fourth would be undertaken by India, Malaysia, and Australia.
The Deputy Auditors General of China, India and Malaysia are coordinating in the third ASOSAI Research Project on 'Audit of Public Works and Projects'. The research team comprising of Mrs.Zeng Li, Deputy Auditor General of China, Mr. DharamVir, Deputy Comptroller and Auditor General of India, Mr. Mohd. Rush bin Haji Hussein, Deputy Auditor General of Malaysia held the inaugural meeting in Beijing, China from December 17-18,1993 to consider the scope and outline of the research project. The project outline and a set of questions for eliciting additional information to be appended to the outline were finalised. Based on these guidelines contribution of country chapters have been sought for, from the member SAIs.
The Governing Board approved establishment of a Standing Computer Expert Group from out of the list of experts prepared based on the Survey (please see 1993 Journal for details) which is being maintained at the ASOSAI Secretariat. The Computer Expert Group's activity for the present will be to provide advice on CAATs techniques and practices through facsimile or any other telecommunication means.
The Governing Board approved the membership of New Zealand to ASOSAI. With the induction of New Zealand the number of members of ASOSAI has become 24.
