New Auditor General

Mr. S.I. Shabbir has been appointed Auditor General of Pakistan for a period of five years from May 19,1990. He succeeds Mr. Riyaz Hussain Bokhari.
Mr. Shabbir brings 33 years of professional experience to his new post. Apart from other assignments, he was, during 1966 to 1970, a member of the Pakistan team working for the United Nations Board of Auditors. He has been Comptroller, NWFP, Director General Railway Audit, and Financial Advisor & Chief Accounts Officer, Pakistan Railways. He has held the post of Deputy Auditor General since 1983.
As Auditor General he will be responsible for maintaining accounts of the federal and provincial governments, payments on behalf of those governments and audit of all public expenditure, results on which are reported to the federal and provincial legislatures. The Auditor General administers the "Accounts Group", which comprises officers of who man senior audit and accounts positions in Civil, Military, Railway, Post Office, Telephone & departments and in others departments and agencies.
New Auditor General

Mr. Madhu Soodan Dhakal was appointed as the Auditor General of Nepal by His Majesty King Birendra Bir Bikram Shah Dev on July 16, 1990, after the retirement of Mr. Nara Kanta Adhikary. Prior to his. appointment, Mr. Dhakal was Secretary and Joint Member of the National Planning Commission. He also served as Secretary in the Ministry of Water Resources and Ministry of Health. He joined Government Service in 1958 and had served in different capacities such as Director General of Customs Department and Postal Services Department and also as Additional Secretary in the Ministry of Finance. He had been the Chairman of the Board of Directors in Nepal Grindlays Bank, Ltd, the National Computer Centre and Nepal Electricity Corporation. For some years, he was a member in the Board of Directors of Nepal Bank Limited and Nepal Electricity Authority.
The newly appointed Auditor General is highly interested to work for the development of auditing in Nepal. He appreciates cooperation between SAIs of different countries and different professional development activities undertaken by the INTOSAI and ASOSAI.
New Auditor General
Mr. Prayat Thirawat, Deputy Auditor General, was appointed Auditor General on October 1,1990 by the King, upon the endorsement of the Cabinet and the National Assembly. He succeeds Mr. Snit Senasook who retired at the end of September after having served one year in the post.
Mr. Prayat Thirawat holds Higher Diploma in Accounting (equivalent, to Master Degree) from Thammasat University. He joined OAG in 1952. Known for his outstanding service, he obtained a scholarship for audit training at Cooper & Lybrand Company Limited, London, England and was a Thai representative participating in the Seminar on Principles of Government Auditing in the Philippines. Presently, he also represents OAG on various professional committees.
In 1991, he will represent Thailand at the Fifth Assembly and Fourth ASOSAI International Seminar in Beijing, China.

OBITUARY |

Even as we publish the news about the appointment of
Pakistan's new Auditor General, it is with deep regret that we had received
(as we go to the press) the sad news that Syed Iftikhar Shabbir, Auditor
General of Pakistan passed away. He died in London on November 24,1990. He had
gone to London to attend the ICGFM and Commonwealth Auditor General's
Conference. He later underwent bypass surgery and expired at the hospital.
News of his death was received with feelings of deep sorrow by all those who
knew him. Late Mr. Shabbir was born on March 13,1931. He was very active in the youth movement and social welfare activities in his young days. For many years, he was the Secretary of the Punjab Anti-Tuberculosis Association. He joined Pakistan Audit & Accounts Service in 1957 and served with distinction, in various capacities. He was a forward-looking executive who understood the requirements of public management in the changing Pakistan situation well and was largely responsible for giving a new direction to the role of audit in Pakistan. His contribution in various national and international forums was acknowledged by his colleagues and his vision of SAIs providing an adequate response to the current and forthcoming challenges will be long remembered. |
