The International Organisation of Supreme Audit Institute (INTOSAI) is the professional organisation of the heads of national audit offices in countries that belong to the United Nations. These leaders play a major role in auditing government accounts and in promoting sound financial management policies in their government. INTOSAI gives them opportunities to share information and experiences about the accounting and evaluation challenges facing them in today's changing and increasingly interdependent world.
The members of INTOSAI meet in an International Congress of Supreme Audit Institutions (INCOSAI), every three years. INCOSAI is the principal forum in which the delegates discuss issues and pass recommendations aimed at improving government accountability worldwide.
XIV INCOSAI, hosted by the United States and U.S. General Accounting Office, will be held from October 18-30,1992 at the Capital Hilton in Washington D.C.
The major theme of this Congress will be 'Auditing in a Changing Environment - the evolving role of the SAP. Presentations and discussions will cover the changing scope of audit offices, the role of programme evaluation and changing techniques for auditing public enterprises. Presentations on the other theme 'Improving Government Financial Management through INTOSAPs Standing Committees' will highlight progress made in developing and implementing guidelines for accounting, auditing, internal controls and auditing public debt. SAI India will be presenting a paper on sub-theme 1c captioned "Examining Public Enterprises: Changing Approaches & Techniques".
The U.S. General Accounting Office had already commenced the preparations for XIV INCOSAI. A number of auxiliary events, open houses of selected GAO regional offices and a symposium on introducing and applying new technology to the work of audit offices will be held. A program of cultural events in Washington DC, tours of the city and nearby historic locations, an event at the Air and Space Museum and a concert at John. F. Kennedy Center for the Performing Arts have been organised. An important and meaningful national occasion - 500th Anniversary of Columbus discovering America -coincidentally will be celebrated in October 1992.
