Change in leadership of ASOSAI

Mr. Keiichi Tsuji and Dato' Ishak bin Tadin have become the Chairman and the Secretary General of ASOSAI succeeding Mr. Tsutomu Ohkubo and Tan Sri Ahmad Noordin on their appointment as President, Board of Audit of Japan and Auditor General, Malaysia respectively.

ASOSAI Research Programme

The ASOSAI has taken up preparation of a monograph on 'Audit of Public Enterprises' as its maiden venture of research programme. The Deputy Auditors General of Australia, India and Malaysia are co­ordinating the programme. The work is already underway and the monograph is expected to be ready for the fourth Assembly at Bali in June 1988.

JAPAN

New President

Mr. Keiichi Tsuji, Commissioner of the Board of Audit of Japan since November 1982 was appointed President of the Board on April 3, 1987, succeeding Mr. Tsutomu Ohkubo who retired on the expiry of his tenure.

Mr. Tsuji entered the Ministry of Finance in 1948 after graduation from the Tokyo University. He subsequently held the office of Director of Legal Division and Deputy Director General of the Budget Bureau. In 1978, he was appointed Vice Director General of the Administrative ^ Management Agency.

In a related action Mr. Takashi Nakajima, Vice-Secretary General of the Board has been appointed as Commissioner of the Board.

Audit Report Issued

The Board of Audit of Japan issued its Annual Audit Report for fiscal year 1985 ended March 1986.

In addition to the certification of the final accounts for fiscal 1985, the Report includes various audit findings resulting from audit of government ministries/agencies, public corporations and other entities receiving financial aid from the government.

United Arab Emirates

The State Audit Institution of the United Arab Emirates has issued working plans in five parts for completion of audit for the financial year 1986 (from 1st July 1986 to 30th June 1987). The plans focus on efficiency and effectiveness audit and performance evaluation of certain audit entities.

Training

The Board of Audit, Japan organised a seminar on 'Audit of Public Works' at Tokyo during June-July 1986 in which thirteen member countries participated.

A seminar on Comprehensive audit of overseas missions' was held in Manila in November-December 1986. It was a joint presentation by the staff of the SAIs of Australia, Malaysia and the Intosai Development Initiative. Participants from thirteen member countries attended it.

The Audit Bureau of Kuwait sponsored some of its officers to the programmes held by the Public institution for social security and the Kuwait University during April 1986.

India organised the eighth international training programme on 'Audit of Public Utilities and Social Services" from October 3 to November 16, 1986 at New Delhi. Thirty officers from nineteen Supreme Audit Institutions of Asian, African and Pacific countries participated in it.

Seventh U.N./INTOSAI Inter-regional

Training Programme

The Seventh joint United Nations/INTOSAI inter­regional training programme on 'Government Auditing' was held at Vienna, Austria during September 22-30, 1986. Two member countries of ASOSAI viz. Australia and India provided faculty for topics on 'Audit of Educational Projects' and 'Audit of Public Works Projects' respectively. The programme was attended by twenty six participants from twenty four countries.
