Nepal

Mr. Nara Kanta Adhikari has been appoirrted as Auditor General in July '84 on the laying down of office by his predecessor Mr. Rama Prasad Joshi, on 30 June '84. Prior to his appointment he was Secretary in the Ministry of Finance.

The Silver Jubilee of the Auditor General's organisation was celebrated on 28 June '84. A book in Nepali entitled 'The Audit System in Nepal-An introduction' was released to mark the occasion. Commemorative stamps and coins were also issued.

Shri Rama Prasad Joshi, Auditor General submitted his 6th annual Audit Report to his Majesty King Birendra Bir Bikram Shah Dev on June 7, 1984.

Papua New Guinea

Mr. Makena Geno, Auditor General presented his annual report to the National Parliament in August 1984.

The report was divided into five parts and was based on a new reporting format designed to give information on "the objectives of the organisation audited, the scope of audit, budgetary results, summary of findings, details of findings, internal audit, outstanding matters from previous audit reports".

In his administrative report submitted to the Parliament on October 18, 1984 the Auditor General made certain recommendations. Significant among them are: Policy approval be given to make him independent in matters relating to finance and staffing; Policy approval be given to draft an Audit Act dealing specifically with his powers, responsibilities and functions.

Pakistan

Mr. Riyaz H. Bokhari was appointed Auditor General on December 2, 1984, succeeding Mr. Abdur Raouf Sheikh. Before assuming the position, he was Secretary to the Government of Pakistan in the Ministry of Industries.

Mr. Bokhari has held a variety of assignments under the Railways, Water and Power Development Authority and the Government of Pakistan. He also served as a Finance Member, Pakistan Railways Board, Chairman of the Federal Light Engineering Corporation and Chairman of the National Fertilizer Corporation. Mr. Bokhari has a Civil Engineering degree, and studied cost accounting at McGill University in Montreal, Canada. He is a Fellow Member of the Institute of Cost and Management Accountants of Pakistan. He has been elected its President for the third term in 1984.

India

Mr. T.N. Chaturvedi was appointed Comptroller and Auditor General of India on March 27, 1984, succeeding Mr. Gian Prakash whose term ended on March 26,1984. Mr. Chaturvedi was previously Secretary, Ministry of Home Affairs and Secretary, Department of Justice, Ministry of Law in the Union Government of India.

He joined the Indian Administrative Service in 1950 and has held many important assignments under the Rajasthan State Government and the Government of India. He served as Director of Indian Institute of Public Administration, New Delhi, Joint Director, National Academy of Administration, Chief Secretary, Delhi Administration and Chief Commissioner, Chandigarh. He was also Secretary, Ministry of Education and Culture, Government of India. Mr. Chaturvedi is associated with various institutions of higher learning and organizations concerned with public administration, development economics, development administration and training. He is the Editor of the Indian Journal of Public Administration.

The 'Organisation and Methods and Training' division has started publishing a quarterly journal entitled "Journal of Management and Training". The articles are devoted to public auditing, training and management. It also gives information on details of Organisation and Method studies conducted by the Indian Audit and Accounts Department. Training

A seminar on 'the role of the SAI in audits of agricultural and rural development was held in Seoul, Korea from June 12-23, 1984. Twenty three delegates from 16 ASOSAI member countries and two other countries attended. The commission on Audit, Philippines held a seminar on 'Policy Audit' in Quezon city from September 3 to 14,1984 in cooperation with the State comptroller's office in Israel.

India organised an eight-week training programme on "Audit of Public Enterprises' for Asian and African countries from 14 February to 31 March 1985. Thirty two trainees from twenty two Asian and African countries participated in this.
