An international training programme on audit of rural development programmes was organised from October 19 to December 3,1983 by the Indian Audit and Accounts Department. This was the fifth in the series of international training programmes on various aspects of public auditing held by India since September 1979. The objective of the programme was to familiarise the participants with all the processes of formulation, implementation and evaluation of programmes in the rural sector as also the audit approach and its techniques. Twenty eight officers representing Afghanistan, Bangladesh, Burma, Gambia, India, Kenya, Korea, Lesotho, Malawi, Malaysia, Mauritius, Nepal, Nigeria, Papua New Guinea, Philippines, Sierra Leone, Sri Lanka, Swaziland, Thailand, Uganda and Zambia participated in the training programme.
In his inaugural address, the Comptroller and Auditor General of India, Mr. Gian Prakash, set the tone of the deliberations by stressing the importance of rural development programmes for improving the living standards of the people in the developing countries and the necessity for a vigilant state audit to ensure achievement of objectives of the programmes. After briefing the participants on the fundamentals of public auditing, they were attached to the National Institute of Rural Development at Hyderabad for about two weeks to have a first hand knowledge of the various aspects of the rural development programmes including their formulation, implementation and evaluation. This was followed by training through lectures given by eminent faculty from Planning Commission, administrators in government and public enterprises and senior level audit officers, case study discussions and use of audio visual aids on different rural development programmes and their audit. Besides field visits for on the spot study of certain on-going rural development projects and audit processes at grass root level, they were also on attachment with Bureau of Parliamentary Studies and Training.

Four Officers of the office of Audit of the People's Republic of China were on a fortnight's study tour to the office of the Comptroller and Auditor General of India from 17th to 30th November, 1983. The purpose of their visit was to acquaint themselves with the organisation of Indian SAI and its functions and responsibilities with special reference to economy, efficiency and effectiveness audit and audit of public enterprises.
On a request from the United Nations, a senior officer of Indian Audit and Accounts Department was deputed to China for conducting training programme in the audit of industrial enterprises from 1st September to 12th October 1983. The programme was attended by 37 middle level officers belonging to the Finance, Planning and Accounts Departments in China
The Board of Audit, Japan, with the assistance of the Japan International Cooperation Agency, held the fourth Government Auditing Seminar-Audit of Computer Systems-from 16 July through 11 August 1983. Fourteen participants from as many countries attended the seminar.
Mr. Masanobu SATO, new Deputy Secretary General, headed the special working group to organize the seminar. Staff from the Computer Section of the office of Special Programmes played an important role in delivering lectures and presenting case studies. Also staff from the several government offices, public corporations, computer manufacturers, the Japanese Institute-of Certified Public Accountants joined the seminar as resource personnel on various occasions.
The Board of Audit of Japan will organize its fifth Government Auditing Seminar in 1984, with the subject scheduled to be changed to "Audit of Public Works".
ASOSAI seminar of public construction works audit was held in Seoul, Korea, from April 7 to 18, 1983. The
Programme was organised by the Board of Audit and Inspection (BAI) of the Republic of Korea in close cooperation with the ASOSAI Secretariat. Fortytwo participants from nineteen countries attended the seminar.
The seminar focused on the role of SAIs in enhancing efficiency and effectiveness of large scale public construction projects, such as multipurpose dam construction, public housing, highway construction and comprehensive agricultural development projects. . Through their active discussion lasting the two weeks period, the participants stressed that SAIs should possess adequate technical expertise required to secure desirable implementation of government's infrastructure projects in harmony with their national development perspectives. This seminar also served as a valuable opportunity for the participants to exchange their views and experiences in auditing the various types of construction works and to observe for themselves the various construction sites pertinent to this topic.

At the beginning of the year 1982 UAE SAI began its first 3-month training programme for its professional officials. The main objective of this programme was to develop and broaden the knowledge and skill of the participants.
The programme covered many subjects such as Public Finance, Financial Administration, Governmental Organizations Auditing, Contracts Auditing, Administrative Law and many other subjects.
