Mr. Hee-Taik Chung became the Chairman of the Board of Audit and Inspection in September 1982. Prior to the appointment, he was a member of the National Assembly. He served earlier in 1960s as Director General of Investigation Department under the Ministry of Justice as well. Also practised law for several years.
Mr. Theopilos A. Theophilou has been appointed as the Auditor General. His predecessor, Mr. Andreou has become Minister of Commerce and Industry.
Mr. Yitzhak Tunik was appointed in January 1982 to become the State Comptroller and Commissioner for Complaints from the Public. Mr. Tunik practised law since 1945 and served as President of the Israel National Bar Association from 1972 until 1979.
Mr. A.K. Azizul Huq has taken over as the Comptroller and Auditor General in January 1983.
Mr. B. Maithreyan has been appointed as the Deputy Comptroller and Auditor General. He has taken over from Mr. A.R. Shirali who has become a member of the Finance Commission.
Mr. Romesh Chandra Suri was appointed as the Chairman, Audit Board in June 1982.
The third Afro-Asian training programme in Audit of Receipts organised by the Indian Audit and Accounts Department was inaugurated in New Delhi by Mr, Gian Prakash, Comptroller and Auditor General on 6th February 1983. Twenty one participants from 18 countries are participating. The training programme is intended to give the participants an understanding of the tax administration and management as integrated with the audit of receipts in the context of constitutional and other statutory provisions and the organisation, methods and procedures obtaining in the participating member countries for the assessment, levy and collection of tax revenues.
Mr. Hideo Kamada was appointed as the President, Board of Audit in November 1982.
The third ASOSAI training seminar on Audit of Computerised Systems was held by the Board of Audit Japan in Tokyo in July 1982. The purpose of the Seminar was to introduce those who are engaged in government auditing to the knowledge and technique of computer audit in Japan. Fourteen countries participated.
The ASOSAI Governing Board met in Seoul in April 1982.
The Board reviewed the activities of the ASOSAI during the period of 3 years since its inception in 1979 and especially the training seminars. Issues relating to the seminars including those of needs of member countries for regional training, priority areas, duration, methodology and funding as well as measures to strengthen the programme were broadly considered. The Board took note of the offers received from member countries for holding the seminars during 1982-84 and desired the Secretary General to propose the programme for 1983 and 1984 for its consideration next year in Manila.
In furtherance of the Assembly decision to bring out an ASOSAI Journal, the Board finalised the guidelines and arrangements for publication of the Asian Journal of Government Audit. The first issue of the Journal will be published in 1983 by India.
The Governing Board considered other ASOSAI programmes like building of case studies and other training materials and exchange of audit reports amongst the members.
The Board discussed generally the follow up action necessary on the recommendations of the international seminar on the role of state audit systems in national development and decided to consider the matter further in its next meeting.
The Economic and Social Council has established an Intergovernmental Group of Experts on International Standards of Accounting and Reporting. The Group is to serve as an international body for the consideration of issues of accounting and reporting falling within the scope of the work of the Commission on Transnational Corporations, in order to improve the availability and comparability of information disclosed by transnational corporations. The Group met in its first session from February 22 to March 4, 1983.
Six Asian countries (China, Cyprus, India, Japan, Pakistan and Philippines) were represented in the session.
